![]() ![]() ![]() The courts dispensed with the all of the challenges in July 2013, but appeals are pending. Shortly after the QSA was executed, lawsuits were filed challenging its validity. Since the implementation of the QSA, SDCWA has reduced its reliance on deliveries from MWD, who now provides about 46% of the region’s water supply and is projected to drop to 30% by 2020 (see chart). In addition, lining portions of the All-American and Coachella Canals yields 93,700 acre-feet per year, of which SDCWA receives 77,700 acre-feet per year for 110 years, the remaining 16,000 acre-feet per year goes to San Diego County Indian bands. MWD also leases between 25,000 and 111,000 acre-feet per year from Palo Verde Irrigation District. Similarly, the IID-Coachcella Valley Water District transfer ramps up to 103,000 acre-feet per year and an existing agreement between between IID and MWD providing MWD up to 110,000 acre-feet per year was extended. Under the IID-SDCWA transfer, deliveries from IID to SDCWA ramp up to 200,000 acre-feet per year in 2021. In addition, the QSA requires state action on Salton Sea Restoration and provides for a number of water transfers that significantly boost water supplies-by up to 30 million acre-feet over the life of the transfer agreements. While the QSA has at its core the IID-SDCWA water transfer, it actually encompasses several agreements and has far-reaching impacts, developing means for California to live within its 4.4 million acre-feet per year apportionment from the Colorado River and settling disputes with the other Colorado River Basin states. With leaders in the Imperial Valley wanting to preserve and protect senior Colorado River water rights and SDCWA needing to diversify its water supply, the Imperial Irrigation District (“IID”) and SDCWA reached a memorandum of understanding for a long-term conservation-and-transfer agreement in 1995. Because MWD provided 95% of the region’s water supply, the cuts underscored the region’s vulnerability and lead to calls for a more diversified water supply. Due to ongoing drought conditions, the Metropolitan Water District of Southern California (“MWD”) sharply reduced deliveries to the region, cutting them by 31%. Like most anniversaries, the occasion passed without the fanfare of the original event-but the San Diego County Water Authority commemorated the occasion by reflecting on the history of the agreement and the water supply security it has brought to the region.Īccording to Dennis Cushman, Assistant General Manager of SDCWA, the QSA spurred from a 1991 water supply crisis.
